Introduction
PDF Scanner: Merge & Split, also referenced internally as PDF Toolkit, is a mobile app provided by Blue Horizon Ventures Florida LLC, a Florida limited liability company (Document No. L25000270725). This Privacy Policy explains how the app accesses, uses, stores, and shares information.
Core Document Processing
The app is designed so that core PDF processing happens on your device. When you create PDFs from selected images, merge PDFs, split PDFs, compress PDFs, preview documents, or save generated files, your PDFs and images are not uploaded to our servers for core PDF processing.
You control when files leave the app. Files may be shared, exported, backed up, or transmitted only when you choose to use your device, operating system, cloud backup, file provider, email app, messaging app, or another third-party service.
Local App Data
The app may store generated PDFs, selected file references, preferences, favorites, purchase entitlement status, and document history on your device so the app can provide its document workflows. You can clear local history inside the app. Removing the app may also remove app-local data, depending on your device and operating system behavior.
Permissions and File Access
The app may request or use access to:
- Camera: to capture images for PDF creation.
- Photos and images selected by you: to create PDFs from chosen images through Android picker behavior.
- Documents and PDFs selected by you: to merge, split, compress, preview, save, or share files.
The current Google Play build is designed to avoid broad shared photo and video library permissions for image selection. It uses user-selected files for the relevant workflow.
Purchases and Entitlements
If you choose to purchase Pro features, billing is processed by Google Play. The app uses Google Play Billing to request products, start purchases, validate purchase status, acknowledge completed purchases, restore purchases, and unlock Pro functionality. Google Play may process account, transaction, device, app, product, and entitlement metadata under Google's own terms and policies. We do not receive your full payment card details.
Analytics and Advertising
The app does not use advertising networks. When the publisher-controlled analytics endpoint is enabled, the app sends limited product-use events such as first app open, first successful activation, opening or completing a PDF tool, viewing a paywall, and the app-reported outcome of a purchase or restore flow. Events include only app version, build version, and platform.
The analytics system does not send or store PDFs, images, filenames, file paths, email addresses, Google Play purchase tokens, order IDs, receipts, advertising IDs, device IDs, or user IDs. Events carry a random per-event idempotency UUID that is not an installation or user identifier; it is retained for up to eight days only to prevent duplicate counting. The endpoint ignores the client timestamp and stores daily aggregate event counts only. A capped local on-device outbox retries delivery with the same event UUID, and local flags prevent repeated first-open and first-activation events.
Aggregate events are processed using Amazon Web Services in the United States and may be retained to measure product reliability, activation, and conversion. An app-reported purchase event is operational telemetry only; official billing and payment records remain with Google Play.
Data Security
Local processing reduces unnecessary transfer of documents, but no device, storage system, app, or network can be guaranteed to be completely secure. You should keep backups of important documents and protect your device with appropriate security controls.
Third-Party Services
The app may interact with platform services needed for normal app functionality, including Android system pickers, file providers, sharing sheets, camera APIs, and Google Play Billing. When you choose to share or export a file to another app or service, that third party's policies apply to the data you send.
Children's Privacy
The app is not directed to children under 13, and we do not knowingly collect personal information from children under 13.

We may update this Privacy Policy from time to time. Updates will be posted on this page with a revised date.
