Classify the failure before paying

Image-only: the page has no selectable text layer.
Broken text layer: copy and paste returns scrambled or missing characters.
Skew or low contrast: lines drift and faint marks vanish.
Mixed layout: columns, sidebars, forms or tables lose reading order.
Handwriting: fluent-looking OCR may still invent names or numbers.

Choose the smallest adequate recovery path

The visible page may be an image or may contain a damaged text layer whose character order does not match the page.

Should I run OCR again?

For a clean single-column scan, yes. Use deeper recovery when ordinary OCR loses structure, fields or reading order.

Does recovery guarantee exact text?

No. Outputs require comparison with the source. Automatic checks do not identify every missing or incorrect word.
